Electricity prices vary depending on where you live and how long you have been there. There are approxiametely in NSW that I know of about 2000 different tariffs. If you currently have a cheap tariff and move or get disconnected it will revert to only 1 and/or 2 of the current tariffs. Electricity meters also get slower the older they get. So if you have an old meter keep it. If you have alot of appliances and have a cheap bill every quarter you either have a cheap tariff, solar, slow meter or your stealing it.

Ive worked out what it was my solar hot water system was leaking and i had the booster turned on for about 2 weeks so it would have been trying to heat up the water 24/7 didnt even think of it.

Would one of those 1kv solar systems connected to grid be able to give you enough credit to power you during night periods.

3 bedroom house with 2 tv;s fridge that kind of thing.

I noticed they r around 3800 these days

the shit thing with the solar cells that are sold on the market is that the conditions of connection to mains is that all of your energy that comes from your cell is purchased at wholesale price, you then buy it back at retail. ie for every 1kWh of solar energy you pump out you will pocket 6cents, but even if your net energy usage is the same as you cell output you still pay retail cost for the energy around 15cents per kWh.
